It was a long time that I was unemployed. The places that I applied for the job could not help me. After my appeal to “Praxis”, I was invited to public employment office and was provided with job. Now I am preparing to establish my own family. –Unprivileged local from Nizami district of Baku city.

It was a long time that I could not obtain registration for my spouse in our hostel where we live. Finally with the assistance of “Praxis” my problem has been solved and my spouse has got registration” –Refugee from Armenia

Because of financial difficulties, I could not afford medical examination and treatment for a long time. My appeal to “Praxis” resulted positively and I received free treatment. – An IDP from Jabrayil region.

In order to receive Designated State Social Allowance I applied to Agdam Department of Social Protection Fund but couldn’t obtain DSSA. I applied to “Praxis” Information, Counseling and Legal Aid Centre. They informed about the list of relevant documents and procedures. Owing to that I prepared all relevant documents and submitted to the Agdam Department of Social Protection Fund.Now I receive 85 AzN DSAA every month. – An inhabitant of Soganverdiler Settlement of Agdam.

I am housewife and I’ve two underage dependants. My financial situation is limited. Once I needed to draft an appeal to the court, but because of the financial difficulties I could not afford advocates. Then I heard from my friends that there is a “Praxis” organization, which helps unprivileged people like me. I went to the organization. There I received free legal assistance.–Unprivileged woman form Ganja

A group of assistants of American Congress members met with internally displaced persons

The delegation met with internally displaced persons on April 4. Mission have come to the quarter built in the 7th mcr. of the Binagadi district, territory of the 2nd House-building complex. Garay Farhadov informed that, 369 families settled temporarily in 6 building each of consisting of 9 floors. All types of infrastructure re built in the area. These buildings will stay in state fund after inhabitants of quarter return to their native land. About 2 thousand families live under existing condition in Baku. Living conditions problems of most of the internally displaced persons will be solved till 2015.

A group of representatives of European Parliament visited temporary places of residence of IDPs

During their visit to Azerbaijan, representatives of European Parliament, Bas Eickhout, Dan Jorgensen, Norbert Neuser, Alain Destexhe and others met with internally displaced persons to see their living situation in Baku.
IDP community leaders provided information to representatives of European Parliament on their living conditions and general situation at the public building number 1 of the Baku Management and Technology College.

Praxis starts implementation of a new project with the EC support

Praxis has launched “Enhancing access to justice for internally displaced persons and strengthening civil society efforts to improve the national response in Azerbaijan” project in January 2012 with the support of the European Commission. The overall objective of the project is to assist internally displaced persons in obtaining their basic rights and freedoms to be able to realize durabl solution to their problems. The project shall target internally dispalced persons and returnees in Baku, Sumgayit, Ganja and Fizuli.

January 2012                                                                            Presidential Decree on increasing of monthly allowances for IDPs

On 23  December 2011, the President of Azerbaijan Republic has adopted a decree on increase of monthly allowance for IDPs. In line with article 109, para 32 of the Constitution of Azerbaijan Republic, the President has made this decision to strengthen social protection of internally displaced persons in the country.

November 2011                                                                               Azerbaijan and World Bank have signed a loan agreement.
Today, Azerbaijan and World Bank have signed a loan agreement in amount of $50m for Project on “Support of living states and income opportunities of internally displaced persons” on the credit of European Bank for Reconstruction and Development (member of WB group). According to WB Baku office, the agreement was signed by Deputy PM of Azerbaijan, chairman of State Committee for Issues of Internally displaced Persons Ali Hasanov and Said Bagirli, Acting Country Manager, World Bank.

Ali Hasanov: Relocation of the internally displaced persons living in the houses of the local residents has started

Let the owners of the houses settled by IDPs tolerate a little bit, we will gradually solve this problem”

“Relocation of the internally displaced persons living in the houses of the local residents has started. Internally displaced persons have already been relocated from some 20 houses,” Deputy Prime Minister, chairman of the State Committee for Refugees and Internally Displaced Persons Ali Hasanov told journalists, APA reports.

Order of the President of the Republic of Azerbaijan

Guided by the item No. 32 of the article No.109 of the Constitution of the Azerbaijan Republic I hereby resolve as follows:

1. To pay tuition fee of the Azerbaijan Republic citizens newly entered bachelor and master’s degree programs of the State Higher Educational Establishments of the Azerbaijan Republic in the 2011/2012 academic year and studying on paid basis, having the status of internally displaced person under the Law of the Azerbaijan Republic “On the status of refugees and internally displaced persons (persons displaced within the country)” during the study term in the amount of tuition costs approved by the decision No.120 dated June 25, 2010 of the Cabinet of Ministers of the Republic of Azerbaijan at the expense of the state budget allocation.

June 2011                                                                                       Abel Maharramov: The hostels of the Baku State University will be destroyed after resettlement of IDPs

The internally displaced persons which are settled in the Baku State University’s (BSU) student hostels will be resettled in the near future, said BSU’s rector Abel Maharramov.According to him, the important steps have been taken in this direction: “This issue is being solved very intensively. The result will be achieved in the next few days and the resettlement will begin”.

UN makes public final number of IDPs in Azerbaijan
 
43.7 mln people are refugees and IDPs in the world. According to the last report of United Nations High Commission for Refugees (UNHCR) by the end of 2010, there are 592 860 IDPs in Azerbaijan. APA reports that this number was reflected in UNHCR’s report called “2010 Global Trends”. The report shows that 43.7 million people are now displaced worldwide. UNHCR’s 2010 Global Trends report shows that many of the world’s poorest countries are hosting huge refugee populations, both in absolute terms and in relation to the size of their economies.

UNHCR to get acquainted with condition of Azerbaijani refugees

UN High Commissioner for Refugees (UNHCR) Antonio Guterres will get familiarized with the condition of the Azerbaijani refugees and internally displaced persons driven from the native lands as a result of the Armenian aggression. Guterres is expected to visit Azerbaijan on May 17-19, Murad Najafbayli, Azerbaijan’s ambassador to Switzerland and permanent envoy to the UN Geneva Office.

According to the information received from Lent.az news portal, the category of IDPs who is eligible and not eligible for obtaining of these allowances is clearly described at the decision on changes approved by the Cabinet of Ministers.

Internally displaced family received a new house

As a result of was in Nagorno-Karabakh 1 million citizens of our became refugees and IDPs and spread around different regions of Azerbaijan. Today thousands of IDP families live in public buildigns, student hostels, dormitories, school buildings, kindergartens, boarding houses, hotels, tourist bases, unfinished buildings and with their relatives. Continious actions of Azerbaijani government toward in improving of social conditions of IDPs, soltion of IDPs housing problems, taking care of social problems is increasing day-by-day and covering more new areas for the last years.

UNHCR continues its support to the “Information, Counseling and Legal Aid” project

The United Nations High Commissioner for Refugees will continue its support to “Praxis” Support to Social Development public union in implementation of the Information, counseling and legal aid project during year 2011. The main strategy of the program is to assist internally displaced persons and returnees in obtaining their basic rights and freedoms to be able to realize durable solution to their problems. The project started in 2008 and since that more than 20,000 internally displaced persons benefited from the project services through “Praxis” offices in Baku, Ganja, Sumgayıt, Agdam and Fizuli.

Roundtable on the cooperation for improving social situation of IDPs organized

“Praxis” Support to Social Development public union in cooperation with the UNHCR organized a “Roundtable on the cooperation for improving social situation of IDPs” on 26 November 2010. The roundtable was financed by the European Commission in the framework of the “Improving protection standards of IDPs in Azerbaijan” project. Topics of this year Round Table were Updates on implementation of State Program on Improving Living Conditions of IDPs, Good international practice on IDPs housing, and the role of NGOs in improving of IDPs living conditions.

Eviction of internally displaced person was prevented

Number of cases on eviction has been increased recently in a significant manner. Lawful owners of the private apartments temporarily occupied by IDPs apply to various courts for eviction of IDPs from their propoerties. Unfortunately, despite the legal provision stipulating alternative housing for IDPs at risk of eviction, executive authorities fail to provide alternative housing for the displaced persons. As a result, IDPs found themselves without any alternative place for living.

Problem of a vulnerable family was solved positively

“Praxis” Support to Social Development public union deals with legal and social problems of vulnerable groups of population in the framework of the Information, counseling and legal aid project. People assisted with solution of their problems represent both urban and rural regions. Due to lack of their rights and privileges they have to apply to local non government organizations for assistance and information.

September 2010                                                                              “Praxis” employees hosted by Georgian Young Lawyer’s Association (GYLA)

“Linking and Learning Workshop” organized with the support of Oxfam Novib in September in Tbilisi. Georgian Young Lawyers’ Association was the host organization. Number of organizations from Central Asia and “Praxis” was among the invitees. The main aim of the workshop was to share information and experiences and establish relations among the organizations specialized in providing free legal aid to vulnerable groups of population.
